This plugin integrates Ruflo with AGNTCY/Outshift's Internet-of-Cognition runtime, adding SLIM secure transport for cross-host agent coordination, CASA intent-scoped tool authorization, optional IOC coordination events, and observability spans. It is an optional, gracefully-degradable augmentation that remains fully functional even when AGNTCY packages are not installed.
