A standalone Agent Skill that orchestrates multiple AI consultants (Gemini 3.8 Flash, Codex, GLM-5.3, Kimi K3) and Claude subagents for consensus-driven code reviews, plan validation, and architectural decisions with weighted synthesis and false positive filtering. Invoked via `/council` commands with specialized review modes (security, architecture, bugs, quality, adversarial, etc.) and includes a secret scanning gate using gitleaks before contacting external consultants.
