A PreToolUse hook that prevents agents from modifying guardrail configuration files (settings.json, hooks.json, .mcp.json, plugin manifests, and optionally instruction files) across Bash, Edit, MultiEdit, and Write operations by deny-by-default filtering. The hook logs all decisions locally and supports three safety levels (critical, high, strict) with optional prompt-instead-of-deny modes.
