promise-gate is a Claude Code plugin that enforces task completion by blocking stop requests when the model ends on a promise to continue or defers to background work still running. It uses two hooks—UserPromptSubmit to detect user targets and Stop to enforce completion by re-prompting the model to complete batches in-session or delegate to subagents.
