This hook intercepts `gh pr create` commands and blocks them unless the PR body contains a link matching a configurable task-board pattern (e.g., Linear issues or GitHub issues). It validates links in inline bodies, heredocs, or files passed via `--body-file`, and can be bypassed only with explicit permission via an environment variable.
