This Claude Code plugin automates repository onboarding to the portka-tools marketplace by installing a committed .claude/settings.json configuration and optional CI integration. It optionally establishes the Portka standard contract, which includes a versioned CLAUDE.md workflow, committed commit identity, permission rules, enforced SemVer sync with tests, and a hosted git stop-hook.
