Herald is a standalone notification system for Claude Code plugins that sends alerts via GitHub issue creation and webhooks (Slack, Discord, generic), with SSRF protection and configurable source labels. It registers a Stop-hook judge that decides whether to auto-continue when a turn ends, preventing runaway loops while allowing intentional multi-turn work.
