Builds a single-file HTML review page for Markdown or HTML artifacts that collects structured batch feedback as a sidecar instead of chat prose, and enforces a gate that refuses to close until all blockers are resolved, the reviewer is named, and integrity checks pass. The review page makes zero network requests and sanitizes HTML to prevent execution; feedback is hand-writable Markdown so the loop works over SSH and in CI where no browser exists.
